ELLEN SWITKES, Ph.D
Consultant - Institutions of Higher Education

Dr. Ellen Switkes, renders her expertise in Institutions of Higher Education and her 22 years experience in multidisciplinary policy analysis, compensation, classification, and performance management experience in the public sector.

Ellen's expertise focuses on policy development, academic compensation development, policy analysis, implementation and administration, retirement advisory, employee relations, and collective bargaining.

One of the most recent projects Ellen successfully completed is the development of a Pay for Performance Program at Metropolitan State College of Denver (MSCD). Ellen served as a pillar of insights (from an academician's point of view), reasons, and rational thinking for both UM Global HR team of consultants and the client's project leads. The project was an extremely visible and highly political one, but Ellen's "no none-sense" communication approach and technical expertise in the areas of professorial compensation and policy development helped tremendously in bringing consensus to several issues surrounding the project.

At MSCD, Ellen conducted reviews of deliverables produced by the UM Global HR team. She performed analysis of proposed solutions, oversaw policy documentation, conducted research, contributed in the writing and the development of future programs proposed to MSCD professors, assistant professors, executives and board members of MSCD.

Currently, Ellen is consulting for the University of California System, serving as a Project Coordinator for the School of Global Health Planning Committee. Her primary responsibility is to coordinate the activities of the Planning Committee for this project, and to develop strategies relevant to establishing "Global Health School", with branches housing faculty and students on several of the University of California’s 10 campuses.

Past professional experiences include (1) serving as Assistant Vice President - Academic Advancement, Office of the President, University of California; (2) serving as Assistant Professor of Chemistry at University of California, Santa Cruz; (3) Faculty Assistant to the Academic Vice Chancellor University of California, Santa Cruz;, and (4) Assistant Dean of Engineering Tufts University.

Dr. Ellen Switkes, obtained her Ph.D. in Inorganic Chemistry from Massachusetts Institute of Technology in 1972. She is a Goodyear Fellow and NIH Graduate Fellow. She obtained her A.B. Degree from Oberlin College, Ohio.
